The second variant will not work: the same attributes in tag are forbidden.


Yes - same attibutes with equals names are forbidden. IMHO, probably it will be better following syntax:

       <typedef name = "ANYTYPE1">
         <paramtype kind="enum" base="String">
           <item label="LABEL1"  value="VALUE1" />  
           <item label="LABEL2"  value="VALUE2" />  
           <item label="LABEL3"  value="VALUE3" />  
           <item label="LABEL4"  value="VALUE4" />  
           <item label="LABEL5"  value="VALUE5" />  
           <item label="LABEL6"  value="VALUE6" />  
         </paramtype>
       </typedef>


   <parameter id      = "ANYPARAM1"
